Not true.. I forget the option but most of the Gen 3 engines did not come with one. You might only see them on the early 93+ Gen 3 Engines that came automatic if I remember. but don?t quote me on that because I forget what options provided the screw.
 
Throttle stop adjustment and idle screw is very diff. if you adjust the throttle stop adjustment screw in the wrong it can mess up your butterfly. Even if it?s adjusted it wont resolve a problem unless it?s the cause of your idle problem. Things that will cause you to adjust your throttle stop screw: throttle cable being pulled way to hard causing things to bend on the inside, lose screws on the butterfly plate, butterfly getting stuck closed because it was adjusted by someone else.

You don?t need to adjust that at all, all the idle changes should be made by the ISC and adjust electronically by the ECU.
 
Also BLADDER_MASTER, it seems like its time for a new throttle cable, it should be locked into that little bracket.
