do you have to put rtv silicone around the valve cover gasket when re instaling the valve cover gasket?
or can i just put the gasket on as is??

Yes, use RTC silicone. Apply gel to the valvecover groove and make sure you get the corners, and then lay the rubber gasket on top of it. What I then did was..turn the VC around and place it on a clean surface...so the VC is actually adding pressure down on the gasket. I'd wait like 15-25mins...then I'll check and see if it holds or not.
