Those don't look that bad from the pics. A good wire wheel cleaning of the excess rust, application of POR-15 or Sem rust converter, and a coat of black epoxy should make them good to go.

One of them I did just that. Sandblast and POR-15. But the other one is missing material. I'm going to try and get one of my guys at work to weld it back in, the original material is pretty thick. I wasn't hopeful of anyone having these laying around. The rest of my car is largely rust free so I wonder what everyone elses looks like?
Anyone parting out a car would likely have these. They (were) only available from Toyota as part of the complete rear bumper support.
