Hello, I recently bought an 89 MR2 and the parking brake won't engage. When I try to pull the handle up it stops going up right after it stops pushing on the parking brake switch. When it gets there I feel a massive amount of tension that stops it from going up. Where should I start with diagnosing this problem? Also, what should I do if I run into bolts that won't grab into the socket? Thanks in advance.

Okay, so I took a video of the rear caliper as I was pulling on the brake. The cable did not move at all. The cable that's attached to the handle moves with the handle but its travel is limited by the mysterious tension.

Alright, so I loosened the bolt that holds the cable retainer at the caliper and the cables, immediately after freeing the holder, moved towards the rear. So I have shot cables but I can't release the end fork from the dowel because the dowel is stuck. I've tried spraying pen fluid but it won't come out, how could I get it out.
