After a hot run up a mountain road, pull over for some pictures, smell of plastic burning emanating from the engine area. Open up the engine cover, I noticed a top/cap is missing. Is it safe to drive til it’s replaced?

That is your EGR vacuum modulator as the service manual calls it. As long as you don't have emissions to pass that require an EGR I would remove the system entirely and install block off plates. Problem is I don't see why the top would have come off, I would try to plug the vacuum line going to the VSV (the brown plug) so the system would be disabled incase it now is a source of a vacuum leak.
