I just bought this thing M's motorsport scramble boost i dont know how to hook it up and im not really sure what it does.

Why did you buy it if you have no idea what it does? :shakeshea

"Scramble boost" is something used on electronic boost controllers that temporarily increases boost to a set level for a set amount of time. Personally, I think scramble is pretty useless, as the result of using it is usually engine damage. I would rather set my boost to a safe level and then just leave it alone.
