2 ICs in series, as shown in the ilustration is a BAD DESIGN. Yes, it doubles the heat transfer area, but it also increases the restriction and increases the pressure drop.

And since most of the cooling takes place in the first IC, the second one does not even give much additional temp reduction.

Dual ICs are much more effective connected in parallel. That still doubles the area, and reduces the restriction and pressure drop.

the only reason i would see a dual IC setup working is like on the porsches or the F40, one IC per turbo
