Picked up my 2 tonight from the garage that just changed my water pump and timing belt, it was very sluggish imo. Here is my question when changing the timing belt it would be neccessary to check the timing correct? If that is correct then the proper setting if i rem correctly it 10 deg btdc right?

If you have properly set the cams, the ignition timing should still be correct.

If there is a significant change in the ignitin timing, then you have the intake cam off by a tooth.

What would it act like if it were off a tooth and can it be checked if its off via a timing light?

rough idle, feels like it's choking itself, cuts in and out, you can definately tell if it were out a tooth and yeah you can check it with a timing light.
