LED light question on low beam

I got some truck lite led lights and had to change some pins around to get the low beam to work. I am wondering which part of the light is supposed to be lit when low beams are on. Currently its the lower part/smaller part of the light that is seperated by the cross bar. Is that right?

The upper part of the light should be lit for low beam.
